All members that have interest in working at the Port of Wilmington or PBF Refinery, must get the TWIC card that the United States Government has made mandatory for all Coast Guard jurisdictional areas, by December 30th, 2008. All interested members please call 302-691-5987 or on line at http://twicinformation.tsa.dhs.gov or the Local office is at: Foulk Road, Foulk Stone Building 1403 Suite 108. The cost to the member is $ 132.50 payable by the member by Credit Card, Money Order or Certified Check only. The Board of Trustees passed on November 13th, 2008 that all members that receive the TWIC card will be reimbursed. All you have to do is bring it to the hall we make a copy and that is sent to Training for payment. Members that fail to receive the TWIC due to the security restraints will not be reimbursed. Once you have obtained your card notify the hall office immediately so it also can be recorded for your file. All Valero lay offs after the November shut down will be based on if the member/worker has received their TWIC card. Valero's stance is they want to make sure that their work force has complied with the Law and no work slow down will occur because of workers not being responsible enough to have their cards in place. This means that the Local will look to sister Local's that have already pledged TWIC card Laborers' to fill the void if it should arise. Local 199 is under contract and beyond that obligated to fill the customer or contractors worker needs. Also after you receive the card go to the PBF plant to register your card with them. This allows you access when you get called to go down there for work. Otherwise it may delay your employment start.

Important Note :

- After you receive your TWIC card the Trustees agreed to reimburse the member the $ 132.50. All you have to do is bring the card to the Union hall office and we will make a copy of the card. Then the GEM will be notified to issue payment usally 2 weeks.

- If you get a rejection notice come to the hall to receive a Privacy Act Release Form. Through Senator Kaufmans office you may file an appeal. Also if it has taken a long time to receive notice about your qualification status.
